Project description:

The overall objective of this project is to increase the level of information and public awareness of the Albanian population about the European Union, its policies and programmes, about their impact on citizens' daily lives, and about the accession process and about EU membership.

The purposes of this project are as follows:

• To provide objective, clear and accessible information to Albanian citizens and to specific target groups on the EU, its policies and assistance programmes;
• To provide assistance to the EU Delegation to conduct efficient public diplomacy and outreach activities.

Project duration:

12 months

Role:

The Project Leader will be responsible for conceptualisation, planning and implementation of all communication and information deliverables as well as quality control, under the guidance of the EU Delegation. The Project Leader is to create and ensure team work and synergies between all activities, and ensure that they are part of an overall concerted programmatic approach.

S/he will provide guidance to all non-key experts in performance of their duties, and have a decisive role in ensuring efficient use of human resources, smooth daily operation and crisis management. The Project Leader should ensure that the awareness raising campaign are well coordinated with other activities.

S/he should be able to work under pressure and in quickly changing information environment. When required, s/he will be expected to perform his/her duties during weekends and public holidays, as well as travel within the country. 

S/he will ensure discretion and trust in relations with the Contracting Authority.

The Project Leader will be the main contact point and reporting authority for the EU Delegation on this project.

Requirements:

Qualifications and skills

• University diploma.
• Proficiency in English.

 General professional experience

• Minimum 7 years of relevant professional experience in the fields of communication, public relations, issue policy advocacy, marketing or related.
• Good knowledge of media, government and public institutions, public relations market, as well as engagement with civil society organizations.

 Specific professional experience

• Team management of minimum 2 information or communication projects/contracts/assignments aimed at general public (e.g. communication, public awareness campaigns, issue/policy advocacy) over the last 5 years.
• Proven experience in strategic and crisis communication

Key expert 1 should spend 100% of time input in Albania, unless specifically authorised.
